Vetoes can be broken down into 2 types:
1) Vetoes of bills where other statuses were selected as Key Votes
2) Vetoes of bills where other statuses were not selected as Key Votes

Where other statuses have been selected as Key Votes, simply “use previous” categories for the veto.

Vetoes of bills where other statuses were not selected as Key Votes should be treated as closely to Key Votes as possible. This means categories should be selected based off of the bill text and not the governor's reasoning for making the veto.

Vetoes can only be categorized in Congress Track and not in Vetoes. The Vetoes section does not have a categories option.
