He has confirmed that the game has two separate modes, at least on Xbox Series X; there's a "performance" mode and a "quality" mode. The basic concepts behind these two modes are pretty self-explanatory; the quality mode emphasizes graphics and makes the game look as pretty as possible, while performance mode emphasizes smoother gameplay, sacrificing visual quality in order to put less strain on the console.
