For a full budget, adhere to the following guidelines:

	- **For budgets that cover a single fiscal year:**
		- Title: Establishes Budget for Fiscal Year [FIRST YEAR]-[LAST YEAR]
			- Example: Establishes Budget for Fiscal Year 2017-2018
		- PVS Synopsis: [PVS Synopsis Intro] establishes a budget for fiscal year [FIRST YEAR]-[LAST YEAR].
			- Example: Vote to pass a bill that establishes a budget for fiscal year 2017-2018.	

	- **For budgets that cover two fiscal years:**
		- Title: Establishes Budget for [FIRST YEAR]-[LAST YEAR] Biennium
			- Example: Establishes Budget for 2017-2019 Biennium
		- PVS Synopsis: [PVS Synopsis Intro] establishes a budget for fiscal years [FIRST YEAR]-[SECOND YEAR] and [SECOND YEAR]-[THIRD YEAR].
			- Example: Vote to pass a bill that establishes a budget for fiscal years 2017-2018 and 2018-2019.
