When a vote is taken by the second chamber, get the bill text from that vote if it is available (i.e. for a House file, get the text the Senate voted on, for a Senate file, get the text the House voted on) I don't know if these texts will be available at the time of the vote, but after a conference the only versions available are the introduced, the reprinted (as passed the first chamber) and the enrolled (as passed the conference).
Generally, bills are sponsored by committees. Sponsors an be found on the bill text or under bill history.
