===Summary Writing===

As an intern, much of your time will be spent creating and checking summaries of state legislation. This page contains information about how to read and analyze a bill, write summaries in the correct PVS format, and achieve our departmental goal of creating accurate, accessible, and unbiased information about key legislation in all 50 states. You can access this page through the Key Votes wiki page. You should expect to have this page up constantly when writing bills for the first few weeks, and then refer back to it often.

At this point, you should already be familiar with how a key vote is selected, what a bill folder is, how a vote is recorded in admin, and how a bill page looks live on our website. As a summary writer or checker, you will be responsible for creating the main content of that bill page. After the bill statuses are recorded in admin, the bill folder will be placed in the “Needs Original Summary” hanging file. While you occasionally will be handed a specific bill to work on, overall an intern has the freedom to choose what legislation he or she would like to work on. Every bill summary will be worked on by 1 original summary writer, 2 intern summary checkers, and 1 staff checker. For a summary check, you should go through the same process as if you were writing the original summary and make edits as you see fit. When writing your original summary, you will have many tools to use to effectively summarize a bill. This includes a copy of the bill text, a press file of relevant articles put together by a staff member, official state bill summaries, and previous key votes on similar topics. You will write your original summary on a bill summary sheet, which is a word document the original summary writer will create from a template. Every original summary and summary check will be uploaded to Box and printed, labeled, and placed in the bill folder. Feedback will always be given on original summaries, and you can ask staff for feedback on summary checks as well. After you have finished your original summary or summary check, you will place the bill folder in the hanging folder for the next check.
