The primary sponsor is listed at the top of the screen, below the bill number and bill title (black arrow), and if there are cosponsors, you will need to click on the link titled "all patrons" listed next to the primary sponsors name (red arrow). Once you click on that, a new window should open:

The primary sponsor or "chief patron" will be listed again in this window (black arrow), followed by a list of cosponsors (red arrow).

Therefore, the PVS website will have both sponsors and cosponsors listed for this state, if applicable. In this case, the sponsor is Sen. Marsh III and the cosponsor is Sen. Howell.
