The sponsor is listed as the Judiciary Committee, and because it is a Senate bill, you can decipher that the sponsor is the Senate Judiciary Committee. To locate a list of cosponsors, scroll down to the bottom of the screen where there should be a list of cosponsors clearly labeled:

The cosponsors are listed under the headline "cosponsors of SB-899" (or whichever bill number you're dealing with).

Therefore, the PVS website will have both sponsors and cosponsors listed for this state, if applicable. In this case, the sponsor is the Senate Judiciary committee and the cosponsors are Reps. Bye, Robles, Clemons and Hewett and Sen. Handley.
