There will typically be at least a few notes available in admin, regardless of the state, type of legislation, or stage that you are dealing with. It never hurts to glance at the available notes to determine if any apply to the stage(s) you're dealing with.

Interns are generally advised not to spend too much time determine if a note is applicable when entering a vote. Therefore, this is something that should be emphasized during the second check, and especially during the third check, prior to being released live.
