"Establishes" Examples:
- A 159-B (NY, 2009):

- SB 590 (MD, 2010):
-Establishes a Public School Labor Relations Board to consist of the following members, all of whom are to be appointed by the Governor and confirmed by the Senate for 5 year terms (Sec. 1):

Incorrect Usage Example:

Correct phrasing: "-Requires individuals to register their motor vehicles with the Department of Motor Vehicles (Sec. 2)."
