What to Highlight in the Press File
When highlighting information in the press file, we want to make sure we have highlighted enough information to understand the provisions of the bill, but we do not want to include extraneous information. Very rarely we will want to highlight an entire paragraph of information. Take a look at the following examples:
Correct Highlight Example:

We have highlighted all of the relevant information and we want to include "Individuals already have no limit" because that is important information that we are going to use when writing our summary.
Incorrect Highlight Example

We do not want to include the information related to the intent of the bill when highlighting. This information can be useful to determine the issue position, but we are only looking for details on the provisions of the bill. This would be the correct way to have this text highlighted:
