From the bill history page:
A list of legislators is presented by clicking the Authors/Sponsors link at the top of each bill page. The pictures will clearly identify sponsors using the world "sponsor" or "author" (black arrows) and the cosponsors will be clearly labeled as well as "cosponsors" or "coauthors" (red arrows).
Therefore, the PVS website will have both sponsors and cosponsors listed for this state, if applicable. In this case, the sponsors are Rep. Torr and Sen. Boots, and the cosponsor is Rep. Harman.
