If writing a bill summary for Maine, several things need to be taken into account. Votes for Maine tend to be either "Ought Not to Pass" or "Ought to Pass." Either way has to be agreed to by *both* house and senate. If the "ought not to pass" is agreed to in both chambers, then the bill is dead. The "ought to pass" has to pass the third reading in both chambers before the bill is sent to the governor. When a bill is sent to the second chamber, it is called a concurrence vote--in admin, treat this as a passage vote unless the bill has been amended in the second chamber and is returned to the chamber of origin.
