NPAT Statuses
A candidate's NPAT status can be modified on the PCT tab of their page in admin.
Pending = the candidate has not yet submitted a PCT AND they have yet to or will never have a full opportunity to do so (the testing period is still going on or it never started for that candidate)
Passed = the candidate has submitted a PCT AND it met our criteria for passing the PCT AND it is prior to our announcing the results. Prior to 2010 or so, candidates were required to complete at least 70% of the issue areas covered by the test; currently, a candidate simply has to answer at least one question to be considered "passed" (though we shouldn't advertise this).
Primary-Late = the candidate has submitted a PCT AND it met our criteria for passing the PCT AND it was submitted after the deadline AND it is before the primary.
General-Late = the candidate has submitted a PCT AND it met our criteria for passing the PCT AND it was submitted after our announcing the results AND it is after the primary.
Failed = the candidate had a full testing period with the appropriate contacts AND it is after the deadline AND it is after our release of that state AND the candidate has not submitted a PCT that met our criteria for passing
Staff completed = VoteEasy Research. As of 2014, no staff should make this selection- this is selected by IT.
More on Late PCTs
If a test is received after a release date, those tests are to be marked as primary-late or general-late (depending on whether the release is prior to or after the primary election). Tests received after a deadline but before a release are to be marked as passed. All tests that meet the requirements will be marked as passed or primary/general-late, even after the deadline. Candidates are to be told that each late submission is reviewed by our board of directors who decide whether or not to accept it based on proximity to deadline, trouble turning it in, or other special circumstances.
This allows the department to maintain a hard deadline, while encouraging candidates to turn the Tests in as quickly as possible, even after the deadline has passed. This does increase return rates as there will be several candidates for each group that will want to turn in Tests late but will only do so if their status is changed from failed.
In admin, candidates with "primary-late" status are treated as passed on the press report but will appear with the "passed-late" message online UNTIL/IF they are advanced to the general election at which time their NPAT status changes to standard pass. Also, if a candidate turns in a PCT between when they were primary mailed and before the general election mail date they would be manually changed to passed and their PCT released to the web.
Verify the late policy with the Project President each election cycle.
