===Scope of Work (as of August 2023)===
**Offices:** incumbents and candidates for Federal and State offices including:
- Presidential
- Congressional
- Gubernatorial
- Federal Judicial (federal district judges)
- State Legislative, Statewide (full list here: StatewideCoverage)
- State Judicial
For Elections, we cover all of the above except for Federal Judicial. These groups combine for 10,700 offices nationwide and at least 20,000 candidates for office during election years (on average).
**Content covered:**
In Profiles, we take every biographical fact a politician provides. More elaborately, we want anything a politician can tell us about their background, what they have done, who their family is, where they are from, etc.
**Content covered per politician:**
For biographical research, you want to look for the following: Title (Mr./Ms./Mrs.), Names, Nicknames, Suffix (Jr./II/IV), Gender, Birth Date, Birth Place, Home City and State, Religion, Family, Professional Experience, Political Experience, Organizational Membership, any Additional Biographical information available.
For address research, you want to look for the following: their campaign and office mailing addresses, their official and campaign websites, their social media, their email addresses, their elections, their current and former offices (if applicable), their current committee memberships (if applicable), and their leadership positions (if applicable).
**Primary Sources:**
In the profiles program, we prioritize information from primary sources. A primary source can be defined as "the most direct source." We want our data to come from the politicians themselves. Ideally, politicians would fill out a form and submit their biographical information directly to us. This is unrealistic, however, so we choose to take data from official websites, as this is where politicians communicate with the public. In Profiles, these official websites include government, campaign, Twitter, Facebook, LinkedIn, Instagram, Youtube, etc. A list of examples is below:
Government Website [[https://www.grassley.senate.gov/ Senator Chuck Grassley]]
Campaign Website: [[https://joebiden.com/ Joe Biden for President]]

**[[SecondarySources Secondary Sources:]]**
In the Profiles program, we can and do take information from reputable secondary sources when it is not available on primary sources. A secondary source can be defined as any source not published by the politician themselves (or by their staff). An example would be anything in the New York Times or profiles researched by other political information resources like Ballotpedia. More info is contained on this page regarding the scope and use of secondary sources in research.
The frequency with which we update various data types within the Profiles program varies depending on the type of office and type of update. For Federal level officials and candidates, we generally update their information more frequently than we do for State level officials and candidates (excluding Governors). Below is a list of general guidelines for frequencies of updates.
Full profile research includes finding as much information as you can on a politician as well as completing the categorization and tagging of each piece of data in a politician's profile. Below is a list of office types (in order of priority) and the frequency by which we complete updates for that group of offices.
2. Congress: annually, if possible
3. Governors: annually, if possible
4. State Legislative: annually, if possible
5. Statewide: annually, if possible
6. Federal Judicial: once outside of an election year
7. State Judicial: once outside of an election year

Roster checks are a process we use to ensure that we have the correct officials in the correct offices. Below is a list of office types (in order of priority) and the frequency by which we complete updates for that group of offices.
Offices:
1. President/Cabinet: every 3 months
2. Congress: every 3 months
3. Governors: every 3 months
4. State Legislative: every 3 months
5. Statewide: every 6 months
6. Federal Judicial: every 6 months
7. State Judicial: every 6 months
Committees and Leadership:
6. Statewide: at least once before the primaries and at least once more between primaries and the general election.
8. State Judicial: at least once before the primaries and at least once more between primaries and the general election.
However, in a normal non-election year, our basic contact frequency updates are the following:
Addresses:
1. President/Cabinet: every 3 months
2. Congress: every 6 months
3. Governors: every 6 months
4. State Legislative: every 6 months
5. Statewide: every 6 months

6. Statewide: at least once before the primaries and at least once more between primaries and the general election.
8. State Judicial: at least once before the primaries and at least once more between primaries and the general election.
In some circumstances, we may decide to do research even earlier, however, this is not standard practice. In addition, we would ideally do additional updates if time and resources allow.
At times, we will have to prioritize contact information over regular research so that PCT Administration can send out the PCT in a timely manner. This is true for every politician that we test in the PCT and applies equally across office types.

**Summary:** Presidential officials and candidates receive special treatment because of both the attention they receive and the fact that it is easier to do more frequent updates for groups of fewer offices.
**Roster Checks:** Rosters get checked every 3 months in accordance with the [[https://docs.google.com/a/votesmart.org/spreadsheets/d/1ODsnTovYXOjA7aV1CfuBWltClJzM4lQ_d9X3IuOV3cE/edit#gid=1061081257 Current Officials Rosters]] Google Doc.
**Biographical:**
- **President/Cabinet:** A full update of contact information and new bio info occurs once a year in accordance with the [[https://docs.google.com/a/votesmart.org/spreadsheets/d/1XGSDOXg5YNM0ghyxN0PgdaKo_lXEeBpwm5nvCJ101nU/edit#gid=0 Current Officials Checks]] Google Doc.
- **Candidates:** Presidential candidates should be thoroughly researched at least two times before primaries start. Between the Primary and the Presidential elections, the candidates should be again thoroughly checked twice. PCT will send newly added candidates to the staff in charge of profiles. Our current Google Doc is [[https://docs.google.com/a/votesmart.org/spreadsheets/d/15jODjBAzPx_QJIfdbXho1seXmshRhh6i_0EOdOQd6Js/edit#gid=0 Presidential Candidates 2016]]
**Contact Information:**
**Office Information:** Once sworn in
==Congressional:==
**Summary:** Congressional officials and candidates is bios second highest priority, right after Presidential/Cabinet. Whenever there is a vacancy or a vacancy filled, alert Speeches so that either you or the head of speeches can update the speech collecting tracking sheets.
**Roster Checks:** Rosters get checked every 3 months in accordance with the [[https://docs.google.com/a/votesmart.org/spreadsheets/d/1ODsnTovYXOjA7aV1CfuBWltClJzM4lQ_d9X3IuOV3cE/edit#gid=1061081257 Current Officials Rosters]] Google Doc.
**Biographical:**
- **Officials:** A full update of information occurs once a year.
- **Candidates:** All candidates should be checked one time at least 2 weeks before the primary and then again after the primary and before the general election.
**Contact:** Contact info should be checked once a year (twice for newly election officials: once after they're sworn in and then a second time when everybody else gets checked. Use the [[https://docs.google.com/a/votesmart.org/spreadsheets/d/1XGSDOXg5YNM0ghyxN0PgdaKo_lXEeBpwm5nvCJ101nU/edit#gid=0 Current Officials Checks]] Google Doc for assistance.
Office: Office should be checked once a year when you are swearing in new people. This is where we can change the last election date, the next election date, when they were sworn in (if it's not already marked), and if they are no longer active.
Leadership: Leadership should be checked each time there is a new Congress, just in case of changes. The easiest way to do this is using the .gov sites: [[http://www.house.gov/leadership US House Leadership]] and [[http://www.senate.gov/senators/leadership.htm US Senate Leadership]]. Make sure you enter end dates in Political Experience for anybody who no longer holds the position and start dates for those that are new to their leadership positions.
Committees: Committees are checked every 6 months. The easiest way to do this update is going to Admin > Committees > searching [National] and [Senate/House/Joint] and then copying these into a Google doc. After elections and the starts of new Congresses, sometimes subcommittees are no longer active and sometimes there are new ones. Be aware of those. **Federal Judicial:**
Summary: Federal Judicial covers any federal judge office, including the Supreme Court and US District Courts. Federal-wise, it's the data that gets the least attention. People are constantly being nominated and confirmed.
Biographical:
- Officials: You are going to want to update their bio and contact information and see if they have a picture. A good place to look for some bio information of the judge is on [[http://www.fjc.gov/ Federal Judicial Center]]. A full update of information occurs once a year in accordance with the [[https://docs.google.com/a/votesmart.org/spreadsheets/d/1XGSDOXg5YNM0ghyxN0PgdaKo_lXEeBpwm5nvCJ101nU/edit#gid=0 Current Officials Checks]] Google Doc.
- Nominations: When you find a nomination, you put it in the [[https://docs.google.com/a/votesmart.org/spreadsheets/d/15DEWQqmvtRErqJw_K9rsptBSMtJLHA9KyHLwU3iol-c/edit#gid=3 Individual IDs for Updates]] Google Doc under Federal Judicial, and do a full bio search of him/her. When the nomination is appointed, you will remove it from the doc. This doc should be updated once a month.
- From here, you have up to 3 entries to put in Professional Experience:
1. For Nominations: Title: [some sort of Judge]; Organization: [Court Name, District, State (if US District Court)], Span: [Day of Nomination] example: May 11, 2011; Special: Nominated by President [Last Name]
2. If the Nomination is Confirmed: Title: [some sort of Judge]; Organization: [Court Name, District, State (if US District Court)], Span: [Day of Confirmation] example: February 9, 2012; Special: Confirmed by United States Senate
3. Title: [some sort of Judge]; Organization: [Court Name, District, State (if US District Court)]; Span [year started-year ended/present] example: 2012-present

**State Legislative:**
Summary: State Legislative is by far the largest amount of officials and candidates that the bios sub-department covers. SL requires the largest number of people to work on completing the research for deadlines.
Biographical:

**Statewide:**
Summary: As of early 2015, it's probably the sub-division of bios that has gotten the least amount of love. We're hoping to change this.

The frequency with which we update various data types within the Profiles Sub-Department varies depending on the type of office and type of update. For Federal level officials and candidates, we generally update their information more frequently than we do for State level officials and candidates (excluding Governors). Below is a list of general guidelines for frequencies of updates.
==Roster Checks==
Roster checks are a process we use to ensure that we have the correct officials in the correct offices. Below is a list of office types (in order of priority) and the frequency by which we complete updates for that group of offices.
1. President/Cabinet: every 3 months
2. Congress: every 3 months
3. Governors: every 3 months
4. State Legislative: every 3 months
5. Statewide: every 3 months
6. Federal Judicial: every 3 months
7. State Judicial: every 3 months
Please see the current roster check [[https://docs.google.com/a/votesmart.org/spreadsheets/d/1ODsnTovYXOjA7aV1CfuBWltClJzM4lQ_d9X3IuOV3cE/edit#gid=1061081257 Google Doc]] for tracking sheets related to roster checks.
==Full Profile Research - Current Officials==
Full profile research includes finding as much information as you can on a politician as well as completing the categorization and tagging of each piece of data in a politicians profile. 1. President/Cabinet: annually
2. Congress: annually
3. Governors: annually
4. State Legislative: annually
5. Statewide: annually
6. Federal Judicial: once during an election year
7. State Judicial: once during an election year
==Full Profile Research - Candidates==

==Contact Information==
At times, we will have to prioritize contact information over regular research so that PCT can send out the PCT in a timely manner. This is true for every politician that we test in the PCT and applies equally across office types.
In addition, we will need to get contact information for all new officials after elections take place. This is true across different office types

**Primary Sources:** in the profiles sub-department, we take all of our information from primary sources. A primary sources can be defined as "the most direct source." We want our data to come from the politicians themselves and, in this case, we do not take information that the candidate or official has not placed on his or her official or campaign websites. Ideally, politicians would fill out a form and submit their biographical information directly to us. This is unrealistic, however, so we choose to take data from official websites, as this is where politicians communicate with the public. In the Profiles Sub-Department, these official websites include government, campaign, Twitter, Facebook, LinkedIn, Instagram, Youtube, etc.. A list of examples is below:
Deletions:
**POSSIBLY INCORPORATE THIS INTO THIS PAGE**
Acceptable Data Sources:
~- any part of that politician's campaign website or official website (including official social media accounts like facebook and LinkedIn)
~- any direct quote made by the politician to a reliable publisher, as long as it's not a controversial topic like military history. "Reliable publishers" would include those that are part of our speeches database, other reputable news media, and information found on government websites (like campaign finance filings, official voter guides, and Secretary of State websites).
~- anything submitted to us directly from the politician (typically via secure.votesmart.org or the candidate bio form)

Office: Office should be checked once a year when you are swearing in new people. This is where we can change the last election date, the next election date, when they were sworn in (if it's not already marked), and if they are no longer active.
Leadership: Leadership should be checked each time there is a new Congress, just in case of changes. The easiest way to do this is using the .gov sites of each state's Senate/House/Assembly, example: [[http://www.legislature.state.al.us/aliswww/ALHouseLeadership.aspx Alabama House Leadership]].
