From the bill information page:
Utah requires a floor sponsor from each chamber, and both will be listed at the top of the screen (black arrows), with the sponsor from the chamber of origin listed next to the title of bill and the opposing chamber's floor sponsor listed bellow. If there are cosponsors, which is rare in Utah, there will be a link titled "Cosponsors" between the two floor sponsors (red arrow), which should open a new window:
The cosponsors will be clearly listed and the floor sponsors will not be included.
Therefore, the PVS website will have both sponsors and cosponsors listed for this state, if applicable. In this case, the sponsors are Rep Seelig (J) and Sen. Urquart and the cosponsors are Reps. Allen (S), Biskupski, Chavez-Houck, Fisher (Julie), Fowlke, Hansen, Hendrickson, Johnson (C), Litvack, Ray, Riesen, Vickers and Wiley.
