At the top of the bill history there is a list of legislators, of which the sponsors will be listed after the words "Introduced by" (black arrow) and the cosponsors will be listed next to the words "cosponsored by" (red arrow). The sponsors are those from the chamber of origin, and the cosponsors are those from the opposing chamber.
Wisconsin may also add sponsors and co-sponsors after the bill has been introduced. If so, these will be listed in the bill history. Make sure these are sponsors or co-sponsors of the bill and not an amendment.
Therefore, the PVS website will have both sponsors and cosponsors listed for this state, if applicable. In this case, the sponsors are Sens. Decker, Kreitlow, Sullivan, Wirch, Taylor, Lehman, Carpenter, Coggs, Plale, Erpenbach, Miller, Hansen and Vinehout, and the cosponsors are Reps. Mason, Sinicki, Milroy, Turner, Hilgenberg, Colon, Grigsby, Pope-Roberts, Pocan, Berceau, Kessler, Zepnick, Black (A) Williams, Garthwaite, Soletski, Sherman, Shilling, Benedict, Toles, Krusick and Young.
