Approaching the Summary
When writing a new key vote summary, it is often useful to review the following documents prior to beginning:
- The press file for the vote being summarized;
- Official bill summaries prepared and released by the staffs of the state legislatures or of Congress; and
- Past key vote summaries written for older votes covering a similar topic, or for previous votes taken on the same bill.
