In Idaho, almost every bill should have a Committee Sponsor listed on the right side of the bill history. In this case it is the House State Affairs Committee (black arrow). However, bills are required to also have a floor sponsor for each chamber. In this case it is Rep. Boyle for the House (red arrow). Because it failed in the House, it does not have a Senate floor sponsor, but there would be if the bill made it to the floor of the Senate for an up-or-down vote. Typically, Idaho does not have cosponsors, but occasionally they will be listed in a separate page. To obtain a list of cosponsors, click on the link that reads "Legislative Co-sponsors" under the headline "Individual Links" (blue arrow). A pdf file will open:

The cosponsors are clearly listed in this pdf document. However, sometimes the floor sponsors will be listed along with the cosponsors, but they are still to be labeled sponsors on the PVS website.
Therefore, the PVS website will have both sponsors and cosponsors listed for this state, if applicable, which is rare. In this case, the sponsors are the House State Affairs Committee and Rep. Boyle, and the cosponsors are Rep. Moyle and Sens. McKague and Hill.
